The means of information and communication technology (ICT) are:
    * computers and accessory equipment;
    * special equipment (LCD-projectors, video projectors etc).
    * computer software (operational system, web browser, mail recipient and office software);
According to the Primary School and Gymnasium Law the local municipalities are obliged to provide schools with necessary means and educational materials. As the ICT means are relatively expensive and local municipalities lack necessary financial resources, the State is offering aid to schools for acquiring necessary means via Tiger Leap Foundation.

The aid support takes place on the basis of shared financing principle and via special project competitions announced in the media and Koolielu portal by the Tiger Leap Foundation periodically every year. Project competitions are targeted to the basic educational institutions.
According to the data of Estonian Education Information System on 01.01.2006 there were 18 434 computers in use in the Estonian primary and secondary schools, 16 689 of them had online Internet connection. South-Estonian county Võrumaa was on the highest level with 99% of school computers with online Internet connection. On the lowest level were West-Estonian schools (84% of computers with online connection), Tallinn and East-Virumaa (87% with online connection).
